Resumen

La adopción de los Sistemas de Información Geográfica (SIG) en los gobiernos autónomos descentralizados (GADs) ecuatorianos constituye un desafío multidimensional con escasa evidencia empírica a nivel provincial. El presente estudio evaluó los atributos percibidos de los SIG como innovación tecnológica en municipios de la provincia de Manabí (Ecuador) mediante la Teoría de Difusión de Innovaciones de Rogers. Se llevó a cabo un estudio cuantitativo, no experimental, transversal y descriptivo-correlacional sobre una muestra de 114 participantes seleccionados mediante muestreo no probabilístico por conveniencia y bola de nieve en 8 cantones de Manabí. Se adaptó el instrumento de Moore y Benbasat (1991) para medir cinco dimensiones: Ventaja Relativa, Compatibilidad, Complejidad, Observabilidad y Posibilidad de Prueba. Los resultados revelaron percepciones moderadamente favorables en cuatro dimensiones, con medias entre 3,37 y 3,56 sobre cinco puntos, mientras que la Complejidad fue la única dimensión por debajo del punto medio teórico (M = 2,91; DE = 0,86). Las correlaciones de Spearman evidenciaron asociaciones positivas y significativas entre Ventaja Relativa y Compatibilidad (p = 0,654; p < 0,01), entre Compatibilidad y Posibilidad de Prueba (p = 0,510; p < 0,01), y entre Ventaja Relativa y Posibilidad de Prueba (p = 0,501; p < 0,01). La Complejidad operó de forma independiente sin correlaciones significativas con las demás dimensiones. Los hallazgos sugieren que el fortalecimiento de la compatibilidad institucional y la visibilidad de los resultados del SIG son factores clave para impulsar su adopción sostenida en los GADs de Manabí.

Abstract

The adoption of Geographic Information Systems (GIS) in Ecuadorian decentralized autonomous governments (GADs) remains a multidimensional challenge with limited empirical evidence at the provincial level. This study evaluated the perceived attributes of GIS as a technological innovation in Manabí province municipalities (Ecuador) through Rogers' Diffusion of Innovations Theory. A quantitative, non-experimental, cross-sectional, descriptive-correlational study was conducted on a sample of 114 participants selected through non-probabilistic convenience and snowball sampling across 8 cantons of Manabí. The Moore and Benbasat (1991) instrument was adapted to measure five dimensions: Relative Advantage, Compatibility, Complexity, Observability, and Trialability. Results revealed moderately favorable perceptions in four dimensions, with means between 3.37 and 3.56 out of five, while Complexity was the only dimension below the theoretical midpoint (M = 2.91; SD = 0.86). Spearman correlations evidenced positive and significant associations between Relative Advantage and Compatibility (p = 0.654; p < .01), between Compatibility and Trialability (p = 0.510; p < .01), and between Relative Advantage and Trialability (p = 0.501; p < .01). Complexity operated independently, with no significant correlations with other dimensions. Findings suggest that strengthening institutional compatibility and GIS outcome visibility are key factors for promoting sustained adoption in Manabí GADs.
