Abstract

The muerte cruzada, applied for the first time in 2023, generated significant political and legal effects, including its impact on the labor rights of National Assembly staff. According to Vargas and Jaramillo (2024), the measure was executed in a context of institutional instability, normative gaps, and legal uncertainty, which affected the administrative continuity of the legislative body. Although the dissolution applies to political representation functions, the study shows that the lack of clear regulations and the weakening of the principle of legality created risks for the employment stability of legislative personnel, especially in scenarios of restructuring or suspension of activities. During the transition period, the temporary centralization of decision-making in the Executive and the absence of parliamentary oversight influenced institutional planning, increasing the vulnerability of staff to potential dismissals or administrative changes. The analysis concludes that specific regulation is needed to protect their labor rights.
