STRATEGIC PLANNING AND ITS EFFICIENCY IN THE PEDRO PABLO GÓMEZ RURAL PARISH DECENTRALIZED AUTONOMOUS GOVERNMENT

Abstract
This study addressed the problem of insufficient resources and budgetary tools in financial processes, which affects resource optimization. In this context, the objective was to determine how strategic budget planning impacts the financial efficiency of the Pedro Pablo Gómez Rural Parish Decentralized Autonomous Government. The methodology used was a mixed approach integrating qualitative and quantitative approaches, employing interviews with the president and treasurer of the Pedro Pablo Gómez Rural Parish Decentralized Autonomous Government. A checklist was also prepared for the treasurer and a documentary analysis of the budgets for the 2023-2024 period. The results showed that despite regulatory compliance in the GAD and the variation in its income for the 2023-2024 periods, its management relies solely on Excel as a budgetary tool. It is concluded that the need to include advanced budgeting tools to maximize financial efficiency compromises the continuity of programs, plans, and projects.
