PUBLIC GOVERNANCE IN LOCAL MANAGEMENT: CONTRIBUTIONS FROM TRANSPARENCY AND CITIZEN PARTICIPATION

Abstract
The main objective of the research is to contextualize the contributions of public governance to principles such as citizen participation and transparency in the field of local public management. Among its specific objectives are: to identify the nature of citizen participation and transparency as seen from the perspective of public governance; and to understand public governance as a space of opportunities for participatory and transparent local public management. It is a phenomenological-interpretive paradigm research, with a qualitative, documentary, and non-experimental approach. The analysis strategy is based on a review of documents and literature, following the guidelines of the heuristic technique, conceptual ordering, and theoretical saturation. Among the main conclusions is that principles such as transparency and citizen participation are fundamental to generating trust among citizens, who must be educated in their exercise, allowing them to understand more precisely the importance of generating public value.
