Abstract

Certainly, the number of police officers facing criminal charges for malpractice in the application of the Progressive and Differentiated Use of Police Force has been observed with great concern. This has resulted in violations of the Human Rights of citizens of different communities and the confrontation of criminal liability for the conduct of police officers. The objective of the research is "To propose strategies that minimize malpractice in the Progressive and Differentiated Use of Police Force by officers of the Bolivarian National Police located at the San Félix station in the Guaiparo Sector, Caroní Municipality, Bolívar State." For this research, the qualitative method through Action Research was used from a socio-critical perspective, where evaluation is carried out in order to transform, applying participant observation techniques to collect non-verbal information from the subject under investigation, structured and semi-structured qualitative interviews to obtain specific information, and the life testimonies of those investigated. At the research level, the investigation is apprehended due to the concrete and planned actions taken to transform the event under study. The findings demonstrated that police officers who are mostly willing to use physical force against citizens in conflict do not apply established protocols due to a lack of knowledge due to a lack of retraining and studies applied to improving police procedures. Furthermore, the legal causes that police officers may incur through poor police conduct are evaluated. The ultimate goal of the study is to design methodological strategies for training and supervising compliance with established protocols to ensure appropriate and proportional use of force by officers of the Bolivarian National Police.
