CONTRIBUTIONS OF COLLABORATIVE GOVERNANCE TO THE DESIGN OF LOCAL PUBLIC POLICIES. A DOCUMENTARY REFLECTION

Abstract
The main objective of the research is to reflect on the contributions of collaborative governance in the process of designing public policies at the local level, identifying its benefits, challenges and conditions of effectiveness; among the specific objectives are to identify the main conceptualizations and theoretical approaches on collaborative governance in the context of local public policies; as well as to contextualize the benefits that collaborative governance brings to the formulation and legitimization of public policies at the local level. It is a phenomenological paradigm research, with a qualitative, documentary and non-experimental approach. The analysis strategy is within the framework of the documentary and bibliographic review, under the guidelines of the proposed heuristic technique, conceptual ordering and theoretical saturation. Among the main conclusions is the importance of citizen participation in public agenda issues, its auditing review of public policy and the capacity of the state to be transparent thanks to governance strategies, thus contributing to timely accountability and a sense of administrative responsibility.
