CONTRIBUTIONS OF THE INSTITUTIONAL GOVERNANCE MODEL TO HUMAN TALENT MANAGEMENT IN PUBLIC ADMINISTRATION. REFLECTIONS FROM A MANAGERIAL PERSPECTIVE

Abstract
The main objective of this research was to reflect on the contributions of the institutional governance model to human talent management. To this end, the research was conducted under the phenomenological-hermeneutic paradigm using qualitative techniques, with a documentary/bibliographic research strategy for gathering information, considering the development of the research proposal from a theoretical triangulation perspective, allowing for the description of the contributions of institutional governance and human talent management. Among the conclusions, the need to redefine the role of public servants in Ecuador stands out, through the implementation of institutional governance models that value professionalization, recognition of merit, and the generation of public value, as the foundations of an administration that truly serves society.
