INSTITUTIONAL GOVERNANCE IN PROVINCIAL GOVERNMENTS. STRATEGIES THAT STRENGTHEN TRANSPARENCY IN PUBLIC PROCUREMENT PROCESSES

Abstract
The purpose of the research is to identify the strategies of institutional governance that strengthen transparency in the public procurement processes in the provincial GADs, for this purpose, it had a qualitative approach, whose information gathering strategy has been that of a documentary/bibliographic research, taking into consideration the development of the research proposal from the theoretical triangulation, allowing the finding of descriptors and categories that allow highlighting the components of institutional governance from the perception of the state and its institutions. This strategy, in turn, has made it possible to find a link between the concepts and the phases of the documentary analysis, which is vital to show the importance of the concepts assessed. Among the conclusions, the importance of including interested social actors in the public procurement process stands out, which contributes to transparency and auditable accountability, both situations being part of the strategies focused on institutional governance.
