This paper analyzes, from a technical and scientific perspective, the articulation between local development strategies and public policies aimed at teaching small and medium-sized enterprises (SMEs) in inter-university settings. Two fundamental dimensions are addressed: the integration of territorial strategies into inter-university academic programs and the application of legal regulations and public policies in university business education. Through a structured review, the technical, regulatory, and methodological instruments used to link higher education with regional production processes are examined. Tools such as territorial diagnostics, multi-scale strategic planning, georeferenced information systems, and active learning methodologies are highlighted. Regulatory frameworks such as laws on entrepreneurship, higher education, and productive development are detailed, which enable the implementation of public policies through regional university networks. The study emphasizes the need to design curricular programs with territorial relevance, integrating business competencies adapted to local dynamics, and under mechanisms of continuous evaluation and technical monitoring. Furthermore, the key elements of interuniversity governance and multi-stakeholder cooperation required to sustain innovation processes and strengthen SMEs are identified. The findings confirm that the synergy between public policies, legal regulations, and territorial strategies in higher education can directly impact the revitalization of the local business community. It is concluded that a technically organized interuniversity academic structure is essential to consolidate a sustainable support system for SMEs, based on knowledge transfer, the development of productive capacities, and the university's integration into regional development.
