HUMAN TALENT MANAGEMENT AND ITS IMPACT ON PERSONNEL SELECTION AT EMPAPS JIPIJAPA

This research analyzes human talent management and its impact on the personnel selection subsystem at the Municipal Public Water Company of Jipijapa Canton. The problem addressed lies in the lack of effective mechanisms to guarantee transparency and objectivity in the selection processes, which can affect operational efficiency and staff motivation. The objective of this study was to evaluate how human talent management influences the quality of the selection process. Methodologically, a mixed approach was used, combining structured surveys with in-depth interviews with employees of the organization. The results show that both internal factors, such as organizational culture, and external factors, such as the labor market, significantly impact human talent management. However, deficiencies were identified in the current mechanisms to identify these factors. In addition, it was found that the disclosure of the results of the selection processes has a direct impact on organizational decision-making. Regarding the dissemination of results related to human talent management, a majority perception of clarity and relevance in the information communicated stands out; however, the majority agrees that these results have a significant impact on decision-making. In conclusion, it is essential to improve training and dissemination strategies for personnel selection processes to ensure efficient management of human talent, thus contributing to organizational effectiveness and the optimization of human resources.
