PARADIGMS THAT CONTRIBUTE TO THE DEBUREAUCRATIZATION OF PUBLIC ADMINISTRATION

The main objective of the research is to identify the paradigms that make the debureaucratization of public administration feasible. To this end, different positions and definitions have been used, focusing on the most predominant trends that seek to make public administration increasingly transparent, participatory and with a sense of tangible results that allow generating public value within the government sector itself, as well as the trust that citizens and users of public services should have towards the institutions. The methodological strategy has been the bibliographic and documentary review, assuming a triangulation of theoretical information. Among the most outstanding results is the so-called governance, which underlines the importance of a formally institutionalized governance, receiving the importance from the executive administration, for the consolidation of networks, whose collaborative order can result in the necessary interconnection with the social bases for the answers that citizens require; This is shown in the findings in which the public policies that are intended to be designed, under the participation and observation of different actors, are highlighted as the main axis, evaluating each proposal in a conceptual way, generating support to the same institutional governance a relevance of a new management paradigm within the public administration.
