E-GOVERNMENT AND ITS APPLICATION IN NEW TECHNOLOGIES IN THE DECENTRALIZED AUTONOMOUS PARISH GOVERNMENT OF MEMBRILLAL

The present study focused on E-Government and its application in new technologies in the Membrillal Parish Autonomous Government, within the main problem significant challenges are faced in the adoption of technologies for public administration. The objective was focused on analyzing the perception of the use and efficiency of technologies in the administration of the Gad Parroquial Membrillal. The methodology applied was carried out in field, exploratory, descriptive and bibliographic research where techniques were used by applying interviews with the president, surveys to 266 inhabitants and 11 managers/employees of the GADP. The data were analyzed using descriptive statistics to interpret the frequencies and percentage of the analysis under study. The results showed the level of technological efficiency, showing that 96% consider the computer system not adequate for their needs, counteracting what 4% say, however, since from the point of view of technological contribution, 98% recognize that they contribute to the efficiency of the administration of Electronic Government. Managers and employees stated (100%) that the implementation of E-Government saves time and money, although the use of tools such as the internet (64%), computer systems (27%) and social networks (9%) is limited. It was concluded that the implementation of new technologies has had a positive impact on the administrative management of Membrillal's GAD, contributing to improving operational efficiency, transparency and quality of service. Therefore, in order to improve, it is necessary to invest in computer infrastructure, staff training and communication strategies.
