Abstract

The study on the New Public Management Model (NGP) in the Superintendencia de Compañías, Valores y Seguros (SCVS) aims to improve the administrative management of this entity, optimizing the use of its resources and strengthening its regulatory performance. Among the specific objectives are to identify the types of NPM applicable to decentralized entities and understand their implementation in the SCVS. The study uses a systematic methodology with a non-experimental qualitative and quantitative approach, based on the review of documents and the collection of data through surveys of 25 public servants and users of the SCVS in Guayaquil, Portoviejo and Quito. The information obtained was classified and analyzed based on regulations and public statistics. The results reflect that the traditional bureaucratic model of the SCVS presents limitations in the efficient management of resources, which negatively impacts its ability to fulfill its institutional mission. The importance of adopting NPM practices, such as decentralization and results orientation, is highlighted to improve the effectiveness and legitimacy of public administration. In conclusion, the implementation of the NPM model is proposed as a solution to overcome the weaknesses of the current system, provided that its principles are adapted to local conditions and a more flexible, efficient and results-oriented management is promoted for the benefit of citizens. the productive sector and the stock market.
