Abstract

The main purpose of the research was to interpret institutional governance as an instrument for transparency in public management, having as a case study the Hospital de Especialidades del Cantón Portoviejo, the methodological directionality was applied with a phenomenological and interpretative approach, it was applied from the inductive dimension in order to know from the lowest levels the emerging knowledge; the key informants are related to the management positions within the same institution, identified in the section referring to the methodological directionality. Among the instruments for the collection of information are direct and participant observation by the researcher, as well as the application of semi-structured interviews; Among the strategies used for the interpretation of the discourse given by the interviewees is the one designed by the Grounded Theory, in which the triangulation of the data obtained (theories, interviews and findings), supported by the strategy of hermeneutic interpretation (Gadamer), resulted in categories, so that in the end, after the same hermeneutic process, the aspects that give rise to good praxis would emerge: V. 1 Intelligent and innovative governance, and V.2 Metagovernance.
