GOVERNANCE STRATEGIES THAT PROMOTE CITIZEN PARTICIPATION IN PUBLIC AFFAIRS. REFLECTIONS FROM A LOCAL PERSPECTIVE

Abstract

The purpose of the research was to reflect on the governance strategies that promote citizen participation in public affairs, having as support guidelines the contextualization of the principles of citizen participation from a local perspective; to identify the governance strategies that facilitate the incorporation of citizens in public affairs, as well as to interpret the governance strategies that promote citizen participation in public affairs; the methodology is of a phenomenological-interpretative order, with a qualitative approach and an inductive dimension; the key informants have been selected intentionally, being researchers-experts in the discipline of public administration, especially in citizen participation and governance; the instruments used for the collection of information were direct observation (notebook) and the semi-structured in-depth interview, the exercise of the hermeneutic practice has been used as a strategy of analysis, based on the understanding, comprehension and interpretation of the findings that emerged, this helped in the process of categorization, showing two aspects directly linked to the proposal of public value that represents the institutional governance - line of research - as a good practice within the local public management (parish); Among the findings, the possibility of incorporating it into local public management was obtained: V1. - Citizenship laboratory for institutional governance, and V2.- Citizen participation in the formulation of public policies.
