INSTITUTIONAL GOVERNANCE STRATEGIES THAT STRENGTHEN AN OPEN LOCAL GOVERNMENT. REFLECTIONS FROM THE THEORIES THAT SUPPORT IT

The main purpose of the research was to reflect on the strategic contributions of institutional governance that give viability to an open local government management, in which the researcher established a bibliographic review route to identify the contributions of governance and its incidence in the conceptualization of an open local government, especially in local governments. The research started from a phenomenological construct seeking to explain the emerging meanings, from a qualitative, inductive and interpretative methodological approach; a documentary strategy was used (the theoretical mapping technique was used) that facilitates locating the theoretical positions of the main theoretical exponents, as well as interviewing prestigious researchers on public administration, governance, public management and open government; acting as key informants in the research. The analysis strategy proposed by the Grounded Theory was applied, which was based on the data obtained, supported by the strategy of hermeneutic interpretation (Gadamer), from there emerged the aspects that give rise to good praxis: V1.- Open government: from local thinking to sustainable development and, V2.- Visible and transparent government.
