CONTEXTUALIZED STUDY OF LOCAL DEVELOPMENT GOVERNANCE FROM A DOCUMENTARY REVIEW OF ODS 11

The main objective of the research is to contextualize local development governance from the SDG 11 proposal; among the specific objectives, there are two that contribute to the main objective: 1. To identify the SDG 11 proposal for local development, and 2. A research design is proposed from the constructivist paradigm (phenomenological-interpretative) with a qualitative, non-experimental approach, supported by a focused documentary and bibliographic review. The analysis strategy used was that proposed by the Grounded Theory (Strauss and Corbin, 2002) in terms of the coding method (open, axial and selective), as well as a process of triangulation of the data that leads to theoretical saturation, allowing to obtain an axial matrix in which the axes and their interpretation are identified through codes (substantive and axial), as well as concepts and categories that emerge (substantive and central explanatory). Among the most outstanding reflections is that this contextualized study can be fundamental for the orientation in the design and implementation of local development policies and strategies adapted to the Ecuadorian reality.
