ICT TOOLS AS A STRATEGY THAT MAKES DIGITAL GOVERNANCE VIABLE

Abstract

The main purpose of the research was to contextualize the use of ICT tools as a strategy that makes digital governance viable in the Ecuadorian public administration; the research was carried out from a phenomenological and interpretative approach, with an inductive dimension that allowed the emergent knowledge to be known from the lowest levels of the functional structure; the key informants participate directly in management positions within the case study, identified in the section on the methodology applied. The instruments used for the collection of information were direct and participant observation by the researcher, as well as focus group strategies through open-ended answers and brainstorming; The strategy used for the interpretation of the informants' discourse was the one proposed by the Grounded Theory (Strauss and Corbin), based on the triangulation of the data obtained (theories, interviews and findings), supported by a hermeneutic interpretation strategy (Gadamer), resulting in categories, so that in the end, after the same hermeneutic process, the aspects that give rise to good praxis would emerge: V. 1 Digital and intelligent transformation & V.2 Promotion of an articulated administrative simplification.
