CITIZEN ENGAGEMENT IN THE DEVELOPMENT AND TERRITORIAL PLANNING SCHEME IN CANTON IBARRA DURING THE 2023 – 2024: AN APPROACH WITHIN THE ADMINISTRATION

The following aims to the research of the influence of citizen engagement within the making of the “Development and Territorial Planning Scheme” (Plan de Desarrollo y Ordenamiento Territorial) in Canton Ibarra in the province of Imbabura, Ecuador, during the 2023 – 2024 administration period. Citizen engagement is analyzed and how it affects the above-mentioned process and the local development, considering both the current norms framework and social dynamics. The qualitative method was employed through data collection applying surveys and interviews about the level and accuracy of citizen engagement. The results show that despite having regulated norms present, many social groups may be excluded from or not properly informed about the process. These findings highlight the importance of improving the inclusion and communication strategies that come from the local administration in an effort to strengthen the effectiveness and legitimacy of the development and territorial planning schemes.
