ANALYSIS OF THE MANAGEMENT OF PUBLIC PROCUREMENT IN THE LOCAL AND LATIN AMERICAN ECONOMY, SECTOR PERSPECTIVES

At the Latin American level, the needs of state organizations are satisfied through competitive procedures. Such procedures allow you to create competition and choose the most effective option among many. In national practice, the question arose as to what is the effectiveness of public procurement. These can be procedures focused on the lowest price, for example, electronic auctions. There may also be procedures focused on meeting a set of requirements for a product or service. In this sense, the objective of this research is to analyze the management of public purchases in the local and Latin American economy. For this, this research with a mixed approach collects information from primary and secondary bibliographic sources related to the management of public procurement in the Ecuadorian and Latin American economy. On the other hand, it has been resolved to propose a system of criteria to evaluate the effectiveness of public purchases at the level of a state organization. Evaluation criteria are also proposed to evaluate the effectiveness of public purchases at the level of Ecuador.
