Abstract

Information technologies have progressively transformed management, access and decision-making in Ecuador’s justice sector. This literature review examines three themes: ICT infrastructure and electronic judicial management; access to justice, telematic hearings and due process; and artificial intelligence, data protection and cybersecurity. Evidence shows that digital platforms, electronic case files and virtual procedures can reduce interaction costs, improve traceability and sustain service continuity. At the same time, risks persist regarding the digital divide, authenticity of evidence, immediacy, adversarial proceedings, personal-data protection, algorithmic bias and technological obsolescence. Ecuadorian literature on artificial intelligence has expanded between 2024 and 2026, addressing procedural speed, judicial reasoning, forensic expertise, hearing scheduling and decision support. The Judicial Function Strategic Plan 2026–2031 incorporates 17 operational strategies, 41 investment projects and 32 indicators, showing that ICT has become an institutional axis. The review concludes that impact should not be measured only by the amount of digitalization achieved, but by the ability to expand access, preserve procedural safeguards, protect information and strengthen trust in justice.
